NEW DELHI: The Supreme Court on Thursday set aside the Madras High Court order awarding 196 grace marks to the NEET-UG 2018 aspirants who had opted to write the test in Tamil language on account of error in translation.
The Lucknow bench of the Allahabad high court has permitted admissions through national eligibility cum entrance test (NEET) in Ayurveda, Unani Medical Colleges of Uttar Pradesh till December 20.

State OBC candidates not on Central NEET list, Bengal govt urges Centre to make amends 13-11-2018
Kolkata: As many as 12,000 medical aspirants from Bengal on the state OBC list may not be able to appear for the National Eligibility cum Entrance Test (NEET) next year as their groups did not feature on the Central OBC list.
Bengal government had taken up the issue with the Centre urging for the inclusion of OBC candidates from the state otherwise they would be deprived from various examinations including NEET. But no steps have been taken in this regard yet.
Many of these candidates might have breathed a sigh of relief when the union Human Resource Development Ministry had assigned the National Testing Agency (NTA) to carry out NEET from the next year. Until the previous year, the Central Board of Secondary Education (CBSE) used to conduct the national level medical entrance examination. The responsibility of conducting the examination shifted after numerous errors were found in the vernacular question paper of NEET this year and there had been a protest by a large section of students from across the country.
But NTA might be taking the same footsteps as its predecessor did as it mentioned in the prospectus that the NTA authorities would not take any responsibility for the mistake(s) in regional language question papers and students have to do respective correction(s) in the examination hall according to the English version question(s).
Following the issuance of the NTA prospectus, the doctors, students and their guardians have written to Prime Minister Narendra Modi and Union Health Minister JP Nadda seeking their intervention in this regard.
Dr Amiya Kumar Maity, formerly attached to SSKM and Dr Priyanka Maity, an ex-medical officer of M R Bangur Hospital, who were among the doctors writing the letter to the PM, said NTA’s announcement admits that it does not have the mechanism to hold a multilingual exam like NEET.
Dr Amiya Kumar Maity also said the OBC candidates from Bengal would have to appear for the examination as general category students as there is no specific column in the form for the OBC candidates. Many of these candidates who are above the age of 25 would not be allowed to sit in the exam. When Bengal government used to conduct medical entrance examination of the state, the OBC candidates up to the age of 30 were allowed to appear for the examination. The upward age limit for the general category student in the NEET has been fixed at 25.
Apart from English and Hindi, NEET is conducted in 11 other vernacular languages including Bengali, Telegu, Assamese, Odiya etc. Around 75,000 candidates from Bengal are expected to take part in the NEET examination scheduled to take place on May 5 next year. On-line application has started from November 1 and would continue till November 30.
“There is an obvious dichotomy as the State government certified OBC candidates, not on the Central list, have been given wrong information saying they are Unreserved or general category students. Instructions also say if they fill up the application form furnishing wrong information, criminal offences could be leveled against them and they would be barred from medical admission,” Dr Maity stated.

পরীক্ষার ফি ও সময়সূচি-সহ বেশ কয়েকটি বিষয় আগামী নিটে বদলেছে। তবে সবচেয়ে বেশি যে বিষয়টি নিয়ে সমালোচনা হচ্ছে তা হল, এবারও বাংলা-সহ অন্যান্য আঞ্চলিক ভাষায় ভুল থেকে যাওয়ার যে আশঙ্কা রয়েছে, ঠারেঠোরে কার্যত তা যেন স্বীকারই করে নেওয়া হয়েছে নিট পরীক্ষার প্রসপেক্টাসে। সেখানে সাফ বলা হয়েছে, আঞ্চলিক ভাষায় কোনও ভুলত্রুটি থেকে থাকলে তা পরীক্ষার্থীকেই নিজের উদ্যোগে শুধরে নিতে হবে সংশ্লিষ্ট ইংরেজি প্রশ্নটি দেখে।
স্বাভাবিক ভাবেই ছাত্র-শিক্ষক-অভিভাবক মহলে প্রশ্ন উঠছে, আঞ্চলিক ভাষার প্রশ্ন যাতে নির্ভুল থাকে, তা নিশ্চিত করতে ব্যর্থ হয়েই কি নিট পরিচালনাকারী কর্তৃপক্ষ ন্যাশনাল টেস্ট এজেন্সির এহেন আচরণ? এই প্রশ্ন ওঠার কারণ হল, গত বারই নিটের আঞ্চলিক ভাষার প্রশ্নপত্রে অজস্র ভুল ছিল। ১৮০টি প্রশ্নের মধ্যে বাংলাতেও ছিল ১৮১টি ভুল। বিষয়টি নিয়ে আদালতে মামলা হলে বিচারপতিই প্রশ্ন তুলেছিলেন, কেন ইংরেজির মতো একটি বিদেশি ভাষাকে এত গুরুত্ব দেওয়া হচ্ছে? নিট কর্তৃপক্ষ অবশ্য সন্তোষজনক জবাব দিতে পারেননি। কেন্দ্রীয় সরকারের তরফে আশ্বাস দেওয়া হয়েছিল, আর এমন ভুল হবে না। কিন্তু এ দিন প্রকাশিত নিট প্রসপেক্টাসের সপ্তম পৃষ্ঠার সি অনুচ্ছেদের ষষ্ঠ পয়েন্টে দেখা যাচ্ছে লেখা রয়েছে— যদি কোনও ভুলভ্রান্তি বা সংশয় থেকে থাকে আঞ্চলিক ভাষার প্রশ্নে, তা হলে ইংরেজি প্রশ্নকেই চূড়ান্ত বলে মানতে হবে। বিষয়টি প্রকাশ্যে আসার পরেই শুরু হয়েছে সমালোচনা। রাজ্যের স্বাস্থ্য-শিক্ষা অধিকর্তা প্রদীপ মিত্র বলেন, ‘কেন ইংরেজিকে অগ্রাধিকার দিয়ে আঞ্চলিক ভাষাকে কম গুরুত্ব দেওয়া হচ্ছে, তা খতিয়ে দেখা হবে। প্রয়োজনে চিঠি লিখে বিষয়টি জানতে চাইব।’
ছাত্রছাত্রীদের নিটের প্রস্তুতি করায় এমন একটি প্রতিষ্ঠানের কর্ণধার পেশায় চিকিৎসক অমিয়কুমার মাইতিও প্রসপেক্টাসে এমন কথার উল্লেখ দেখে বিস্মিত ও ক্ষুব্ধ। তাঁর প্রশ্ন, ‘আঞ্চলিক ভাষাকে নিটে অন্তর্ভুক্ত করা হয়েছে সুপ্রিম কোর্টের নির্দেশে। শীর্ষ আদালত কখনও বলেনি আঞ্চলিক ভাষাকে খাটো করে দেখাতে। অথচ সেটাই করা হচ্ছে!’ তবে তিনি খুশি, এ বার সকাল ১০টার বদলে দুপুর দুটোয় পরীক্ষা শুরু হবে বলে। কেননা, অমিয়ই এ ব্যাপারে চিঠি লিখেছিলেন কেন্দ্রীয় স্বাস্থ্য মন্ত্রকে। তাঁর আশা, এতে ছাত্রছাত্রীদের সুবিধাই হবে।

Translation Error Worry Persists
The National Testing Agency (NTA), which will conduct its first medical entrance examination, has decided to postpone the National Eligibility cum Entrance Test (NEET) from 10 am to 1pm in 2019.It will be held between 2pm and 5pm.
Students will immensely benefit because till this year, candidates under slot 1 were required to reach the designated exam centres by 830am. Students in slot II had to reach between 9.30am. Students who failed to reach the centres on time were refused entry and those who reported at 7.30am were not allowed to eat or carry tiffin till the exam was over.
Now, there will be no slots. Instead they will be given a deadline of 1.30pm. Amiya Maity, former teacher of SSKM hospital said, “This will be of great benefit of candidates.” Amitabha Saha – who had registered for NEET 2018, but had missed the opportunity for reaching the examination centre late by 15 minutes – said, “I could not reach on time as I had to travel 25km from North 24 parganas to a different district for the exam very early in the morning,” he said.
This year 18% GST and service charge will be levied on top of the exam fee.
Maity said NTA was not ready to take responsibility for translation errors. “Students from regional states are being discouraged to appear the exam in languages other than English,” he said.
This year, too, the exam will be conducted in 11 languages. “In case of any ambiguity in the translation of any question, its English version shall be treated as final, “the notification read. “Over the last three years, there have been several translation errors. I lost marks as I could not follow the English version,” said Saddam Mirza, a NEET aspirant.
Times View: t may be difficult to accommodate all demands but an all-India entrance exam should not be unfair to any section of students. All stakeholders should be given a proper hearing.

The Union health ministry is creating a group of expert faculty from government colleges to provide technical assistance to the Board of Governors (BoG) that superseded the Medical Council of India (MCI), particularly in assessing colleges for registration or renewal of licences, a senior ministry official said.
Creating a separate and independent corpus for college assessment aims at ensuring complete transparency, in the wake of controversies about a strong nexus between the MCI and private medical colleges over issue of licences. Amid corruption charges, the government dissolved the MCI last month.

Interestingly, the form will be released on the old NEET website i.e. www.cbseneet.nic.in. As CBSE is no longer conducting the exam, it was assumed that the form would be released on www.nta.nic.in, but that isn’t the case

This will only be done if their score will be less than 80 per cent in the qualifying Class 12 exam. The court has ordered that the minimum qualifying marks for such candidates should be raised from 50 per cent to at least 80 per cent.
The Indian Medical Association (IMA) action committee, in an emergency session in Mumbai, condemned the “supersession” of the Medical Council of India (MCI) and noted that “this action of the Government, at a juncture when the election to the MCI has been announced, is unwarranted and malafide.”
The Union Cabinet Wednesday issued an ordinance to replace the Medical Council of India — the national medical education regulator — with a board of governors (BoG) comprising some of India’s best known government doctors. The Medical Council of India, along with the Ministry of Health and Family Welfare, has announced a one-time exemption to students who want to study the medical sciences outside India.
Aspirants for he MBBS or any equivalent medical course, can apply by furnishing an undertaking saying they had not registered or appeared for NEET 2018, or read the MCI notification.
Union Human Resource Development (HRD) Minister Prakash Javadekar on Sunday inaugurated a network of more than 3,406 test practice centres (TPCs) for students to familiarise themselves with changed pattern of competitive exams to be conducted by the National Testing Agency (NTA).

In a significant order, the Supreme Court has allowed a person suffering from ‘low vision’, a disability in which the eyesight cannot be corrected or improved, to pursue the MBBS course and treat patients. The top court allowed a student to pursue MBBS on the ground that he has cleared the 2018 National Eligibility cum Entrance Test (NEET-UG) in the category of Persons with Disability. A bench of Justices Arun Mishra and Indira Banerjee held that the petitioner “cannot be denied admission to the MBBS course if he qualifies as per his merit in the category of Persons with Disability.

CHENNAI: Madras High Court yesterday made it clear that Aadhaar card and its photocopy are compulsory during counselling to medical admissions in Tamil Nadu, despite the Supreme Court had in March this year ordered that it is not imperative during the NEET registration process. Justice N Kirubakaran passed this interim order after the petitioners alleged that many students from other states have been allotted MBBS seats in Tamil Nadu based on nativity certificates obtained fraudulently, while adversely affecting the scope of students from Tamil Nadu to get admitted to the courses.

The Kerala Sastra Sahithya Parishad (KSSP) has urged the State government to take steps to include Malayalam as an optional language for the National Eligibility cum Entrance Test (NEET).
In a resolution at the ongoing 55th State meeting of the KSSP at Sulthan Bathery on Saturday, it said the aspirants in other States had an option to take the examination in their mother tongue, including Hindi, Assamese, Bengali, Gujarati, Marathi, Tamil, Telugu, Kannada, Urdu, and Oriya apart from English.
Candidates in Kerala, especially those from rural areas, prefer to write the test in Malayalam, but such an option is not available now.

CHENNAI: Tech4All, a non-profit organisation, has written to Prime Minister Narendra Modi and Chief Minister Edappadi K Palaniswami seeking a solution to students who attempted the National Eligibility-cum-Entrance Test (NEET) in Tamil this year.
